The villagers are simply going about their daily business. However, if they are approached they are more than happy to explain the region as well as they can to any new arrivals.

I've been entrusted by Professor Rowan to work cataloging the data of the Sinnoh region Pokémon. It's a bit glitchy, but it's going to be really incredible once it's done!

I know it's definitely going to help Professor Oak's end of the work if I can get it done in time. He's the one who came up with the idea.

...Sneasel was my first Pokémon. We've been together for a really long time. [Of course he's tough as nails. Sneasel looks pretty proud about it from his ball.]

I got her stats, but my Pokédex doesn't recognize her at all. [It's still information in his Pokédex, at least. At least he's kind of doing that job he doesn't really do.] I guess it makes sense since I'm from the Johto region. [Hell, he's only heard of Sinnoh in passing from Blue.]

Really? I could... try to see if I can directly upload the data, but I think it'd be better if you contacted Professor Rowan or Professor Oak.

Oh, I know! I can't catalog stuff that's outside of Sinnoh's region, really, besides what I can manually put in. We can trade whatever we find and catch!

Pokédex holders are usually supposed to do research, sure, but they also serve another big purpose. That and Professor Oak handed them out to the people he thought deserved them. [...Which somehow included Gold. ...And never included him.]
